After hearing Daphne; Arnold believed her problem was not with Fred; but the fact that even when they wanted to go on vacation; someone was always dressing up as a "monster" and was committing crimes; therefore he gave Daphne a number to call. It was to an FBI office run by Mulder and Scully, who specialized in unusual cases; they way the Mystery Inc. people could take a vacation, and not worry about investigating when they didn't have to.
